If\u00a0they have owned a vaction home or rental property\u00a0not used as\u00a0a\u00a0principal residence, that d<\/span><\/span><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\">oes not disqualify them as a first-time homebuyer.<\/span><\/span><\/p>\n<div><\/div>\n<p><span style=\"font-size: small\"><\/span><\/p>\n<div id=\"attachment_16361\" style=\"width: 316px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-16361\" loading=\"lazy\" class=\"size-full wp-image-16361\" src=\"https:\/\/www.ewmrealestate.com\/blog\/files\/2009\/03\/stimulus-package1.jpg\" alt=\"Stimulus Package Tax Credit\" width=\"306\" height=\"177\" \/><p id=\"caption-attachment-16361\" class=\"wp-caption-text\">Stimulus Package Tax Credit<\/p><\/div>\n<p><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\">Some of the highlights for first-time\u00a0buyers are:<span> <\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small;font-family: Times New Roman\">A tax credit of $8,000 if you purchase a home in 2009.<\/span><\/div>\n<\/li>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small;font-family: Times New Roman\">The tax credit does not have to be repaid.<\/span><\/div>\n<\/li>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small;font-family: Times New Roman\">The tax credit is equal to 10% of the purchase price up to a maximum of $8,000.<\/span><\/div>\n<\/li>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small;font-family: Times New Roman\">Single taxpayers with income up to $75,000 and married couples with income up to $150,000 qualify for the <span style=\"text-decoration: underline\">full<\/span> tax credit. Partial credits may be available based on income levels.<\/span><\/div>\n<\/li>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small;font-family: Times New Roman\">Buyers must use\u00a0the home as a principal residence for at least 3 years or face recapture.<\/span><\/div>\n<\/li>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\">This is a tax credit\u2014not a tax deduction and it is refundable.<em> <\/em><\/span><\/span><\/div>\n<\/li>\n<\/ul>\n<p class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\"><span style=\"font-size: small;font-family: Times New Roman\">Fannie Mae instituted in January 2009\u00a0some tough new requirements on mortgages for condominiums, which will adversely affect us here in Florida. <\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\"><span style=\"font-size: small;font-family: Times New Roman\">In part,\u00a0Fannie Mae\u00a0has now\u00a0instituted the following guidelines: <\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\"><span style=\"font-size: small;font-family: Times New Roman\">No more than 15% of a condominiums&#8217; units can be 30 days or more past due on association fees, as a condition of funding home loans to new buyers.<span> <\/span><\/span><\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\"><span style=\"font-size: small;font-family: Times New Roman\"><span>A condo association&#8217;s budget must allocate at least 10% of its annual revenue for funding replacement reserves for capital expenditures and deferred maintenance. <\/span><\/span><\/span><\/span><\/div>\n<\/li>\n<\/ul>\n<p class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Times New Roman\"><span style=\"font-size: small;font-family: Times New Roman\">Although this will be hurtful to sellers and some condo buildings in particular, the rationale is that it will help safeguard buyers taking out loans by knowing they are moving into a condo complex that is adequately funded and has reserves, allowing the buyer to safeguard their purchase and better\u00a0predict their monthly expenses.<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;font-family: Times New Roman\">Credit standards are becoming more stringent than they have been.\u00a0 And, as we all know by now, it is long overdue.
